About Us
The International Initiative on Climate Technology Policy (IICTP) is an international network of U.S., EU, and other partners seeking to develop a parallel and complementary climate technology policy that works in tandem with current cap and trade efforts. This network is investigating and promoting the best public policies for accelerating technological innovation to reduce greenhouse gas emissions.
IICTP facilitates exchange of best practices and innovative financing mechanisms between state clean energy fund managers and their international counterparts. Building upon the successful collaborative model developed for the U.S. public clean energy funds under the Clean Energy States Alliance, this initiative was started in 2002 to develop an international infrastructure for ongoing dialogue on market-based clean energy activities that can be used by advocates in Europe and North America. IICTP Activities
- Clean Energy Group (CEG) and the Henrich Böll Foundation hosted the Second Meeting of the Montreal Group on Climate Stabilization in Berlin, Germany, September 27, 2006. This meeting helped establish the IICTP and its Steering Committee of international experts.
- CEG works in partnership with the UNEP Sustainable Energy Finance Initiative and the Clean Energy States Alliance to develop networking and peer-to-peer exchange of information and best practices.
- CEG engages in strategic planning that includes analysis and development of new approaches to low carbon technology deployment.
IICTP allows clean energy practitioners to share basic strategies, best practices, and other information on how to bring about climate change reductions through shared clean energy programs and practices. The following are among the technology policy instruments that CEG is examining to facilitate the development and commercialization of low carbon technologies:
- Climate Technology Agreements to stimulate technology innovation and diffusion
- Market Mechanisms to encourage the use of low carbon technologies
- Effective Technology Transfer to developing countries
- Development of Technology Standards, Technology Mandates, and Performance Standards to promote the use of low carbon technologies.
- Exchange of best practices on technology diffusion and innovation, including private and public finance mechanisms
- Communication of findings and opinions to effect technology transition management
One promising approach for advancing climate technology development involves new distributed and open innovation systems already being deployed by IT, health, agriculture, and other sectors. Through its IICTP, CEG works to integrate distributed and open innovation systems into the international climate and energy framework.
